Today Vietnam is one of America’s strongest international partners, with a thriving economy and a population that welcomes American visitors. How that relationship was formed is a 20-year story of daring diplomacy and a careful thawing of tensions between the two countries after a lengthy war that cost nearly 60,000 American and more than three million Vietnamese lives.
Ted Osius, former ambassador during the Obama Administration, offers a vivid account, starting in the 1990s, of the various forms of diplomacy that made this reconciliation possible.
A diplomat for nearly thirty years, Ted Osius served from 2014 to 2017 as U.S. Ambassador to Vietnam, a country he has loved since serving there in the 1990s, when he helped open the U.S. Consulate General in Ho Chi Minh City and was one of the first U.S. diplomats at the U.S. Embassy in Hanoi. Leading a mission team of 900, Ambassador Osius devised and implemented strategies to deepen security ties, sign tens of billions of dollars’ worth of commercial deals, expand educational exchange, conclude agreements on trade, law enforcement, environmental protection, and address honestly a difficult past. Ambassador Osius’ leadership helped bring about a positive transformation in U.S.-Vietnam relations.
Brian Eyler directs the Southeast Asia Program and the Energy, Water, and Sustainability Program. He is an expert on transboundary issues in the Mekong region and specializes in China’s economic cooperation with Southeast Asia. He spent more than 15 years living and working in China and over the last two decades has conducted extensive research with stakeholders in the Mekong region. He is widely recognized as a leading voice on environmental, energy, and water security issues in the Mekong. He also serves as chair of the Stimson Center’s War Legacy Working Group. His first book, Last Days of the Mighty Mekong, was published by Zed Books in 2019. He holds a MA from the University of California, San Diego and a BA from Bucknell University.
